QUALIFICATIONS

o 14 years of public sector experience in Planning, Urban Design, and Street Design.

o Since 1990, staffed and organized 85 Urban Design Charrettes, in 16 states.

o 5 years as adjunct professor of History, Theory and Design of Architecture.

o 15 years of civic service in the Treasure Coast, including board member of Treasure Coast Regional Planning Council, St. Lucie County Planning Board and Florida Trust for Historic Preservation.

o Author of professional articles, and the book Fort Pierce, a Town in Florida.

o Member of the American Institute of Certified Planners.

o Founding member of the Congress for the New Urbanism and signer of the CNU charter.

 

EXPERIENCE

 

TOWN PLANNING, URBAN DESIGN

2005 - Present

Principal, Trias and Associates, an urban design and town planning firm. Fort Pierce, Florida.

Organized and staffed charrettes for public clients, including the City of Vero Beach.

Prepared master plans for redevelopment.

Prepared plans for new towns and infill development for private clients.

Advised municipalities during project implementation.

Participated in education and training efforts.

 

1999 - 2005

Director of Development, department head under the direction of City Manager. Fort Pierce, Florida.

 

1995 - 1999

Director of Planning, department head under the direction of City Manager. Fort Pierce Florida.

Developed plan for the future, with charrettes and workshops.

Implemented plan with conceptual designs for streets and public buildings.

Guided design and construction of waterfront plaza, four major road corridors, public library, police substation, visitor center, riverbank, marina support buildings, and other projects.

Worked with FDOT, County and School Board to improve the design of projects, including Magnet School for the Arts and Smithsonian Aquarium.

Established Historic Preservation program.

Established Art in Public Places program. Installed 3 outdoor sculptures.

Advised Community Redevelopment Agency (CRA).

Organized one exhibit a year for the past 8 years, on the history of Fort Pierce.

Supervised Planning and Zoning Activities, including site plan review.

Advised City Commission, Planning Board, and Historic Preservation Board.

Established public education efforts.

 

1991 - 1995

Treasure Coast Regional Planning Council, Stuart, Florida

Established technical assistance program for urban design and city planning.

Organized and staffed 20 charrettes, in West Palm Beach, Lake Worth, Boca Raton, South Martin County, Boynton Beach, Lake Park and other towns.

Assisted municipalities in the implementation of charrette master plans.

Initiated form-based code efforts.

Principal author of Strategic Regional Policy Plan. Prepared text and graphics for "Vision for the Future" element.

Often in association with Walkable Communities and Dan Burden; Dover, Kohl and partners; Duany, Plater-Zyberk and Company

Organized charrettes for road designs, downtown and greenfield development.

Austin, Texas; Parlier and Lindsay, Central Valley, California; San Francisco bay area towns, California; Salem, Oregon; Oyster Bay and Huntington, Long Island, New York; Traverse City, Niles, Hartland, and Grand Rapids, Michigan; Charlotte, North Carolina; Gainesville and Orlando, Florida; Charlottesville, Virginia.
